Do Facebook and Instagram ads work for a contractor, and why won't Meta take your postal codes?
A renovation company in Barrhaven has just finished a walk-in shower, and the photos are good. Call it Wrenfield Renovations: the name is made up, and so is the owner. On a Sunday night the owner opens Meta Ads Manager to put the photos in front of the postal codes around him. The postal code box isn't there. Or Friday's ad came back rejected.
Here is the short answer. Facebook and Instagram ads can bring quote requests to a trade business, and nobody can promise that they will. In Canada, Meta's rules name housing repairs among housing ads, so an ad for repair work on homes may belong in Meta's housing category. That category takes postal codes away and leaves a circle reaching at least 25 km out from an address.
Barrhaven sits well south of the Ottawa River. Yet the old centre of Aylmer, on the Quebec side, is only about 14 km away in a straight line. So that circle reaches into Gatineau. Here is what the category changes, and what to do about it.
Why Meta may treat your renovation ad as a housing ad
Meta's guide to choosing a special ad category says housing ads promote or directly link to a housing opportunity or related service. Its examples include homeowners insurance, mortgage loans and "housing repairs".
Meta's main page on housing ads gives examples and says they "aren't comprehensive". It also excludes tips about owning or buying a home. An ad that offers your repair work isn't a tip.
The rule covers ads shown to people in Canada, and Meta's developer documentation dates it from December 3, 2020. If your ad belongs in the category and you don't choose it, Meta says the ad may be rejected.
Meta gives its reason in its own words: the limits are "a preventative measure to protect people from discriminatory practices". It publishes no list of trades, so we don't publish one either. Read its definition with your own ad in front of you.
What the category takes away, and what it leaves
Meta's page on audiences for these campaigns lists the limits for ads shown in Canada. Here they are, setting by setting.
| Setting | In the housing category, for ads shown in Canada |
|---|---|
| Postal codes | Not available |
| Places | A country, province, region or city, an address or a dropped pin |
| Smallest area | A radius of at least 25 km around a city, an address or a pin |
| Excluding places | Not available |
| Ages | Generally fixed at 18 to 65+ |
| Gender | All genders, and you can't change it |
| Interests and behaviours | Some removed, and no detailed-targeting exclusions |
| Lookalike audiences | Not available |
| Saved audiences | "Limited or unavailable", in Meta's words |
What's left is the part that sells anyway: your offer, your job photos and the questions you ask.
Meta's own example for chat ads is a home renovation contractor. Its Automated chat template asks people, in Messenger or Instagram Direct, for the service they want, their budget and timeline, and their postal code or city. You can't aim by postal code, but you can ask for it.
Your Ottawa ad will cross the river
Meta says its radius doesn't extend into other countries. It says nothing about rivers or provinces, so a circle crosses both. That last part is our reading of Meta's page.
Ottawa and Gatineau face each other across the river, so a 25 km circle around either city reaches the other side. Keeping an ad on the Ontario side means a pin far from the river, which misses most of the city, or all of Ontario.
Meta also counts people who have been in a place recently or go there often, not only the people who live there. And it says it can't promise complete accuracy with location targeting. So say in the ad where you work: "Ottawa side only" if you don't take Quebec jobs. If you do take them, run the ad in French too, and send that click to the French version of your site.
French isn't only across the river. In the three Orléans wards, 28.5 to 32 percent of residents have French as their mother tongue, against 13.9 percent city-wide. Those figures come from the 2021 Census, in a City of Ottawa table.
Your truck waits in bridge traffic. Your Facebook ad is already on the other side.
The words Meta refuses in any ad
This rule isn't about housing: it covers every ad. Meta's ad standards forbid content that asserts or implies personal attributes, such as age, health, disability or a vulnerable financial status. Describe the work, never the person reading.
The trap is "you" or "your" pointed at one of those attributes. Meta's refused examples include "Are you 18 years old?" and "Ready to upgrade your skin to look younger?" A third asks the reader about money trouble.
In trade words, and this part is our reading: "Walk-in showers and grab bars" describes the work. "Getting too old for your bathtub?" points at the reader's age.
Where the click lands decides the rest
A click on your ad can go to Meta's instant form, to a chat (Messenger, Instagram Direct or WhatsApp) or to your website.
Start with the website. Before any ad goes out, run the free check on your home page. It estimates how fast the page shows up on a slow phone connection and checks that it's built for phones. It also looks for a call or quote button at the top and a contact form or email link. Those are the first things a click from an ad meets.
Meta's instant form keeps people inside Facebook or Instagram. Meta's pages disagree on its privacy link: one labels it optional, then says it's required, and another calls it optional and recommended. Link a real privacy page on your site either way.
Meta also asks you to tell people why you collect their details and how you'll use or share them. One of its pages calls that a requirement, another a recommendation. Do it.
In Meta's renovation example, the contractor keeps the chat going in Messenger or Instagram Direct to set an appointment. Answer chats from your ads the same day.

The honest limits
Nobody can promise calls from Meta ads, and we don't. We guarantee the work and the date.
The housing category gives you less control over who sees an ad, not more. And Meta says choosing it doesn't change how long its review of your ads takes.
Meta's help pages carry no dates and can change at any time. They disagree with each other on the instant form's privacy link, and with Meta's developer documentation on saved audiences, on behaviour targeting and on Advantage+ audience. This post shows the day we checked them, and we check them again every quarter.
Questions owners ask
What if you leave the category off and hope?
Meta says the ad may be rejected. If you think a rejection is wrong, Meta says you can request a review in Business Support Home. Never strip words from an ad to slip past the review.
Is a painting or interlock ad a housing ad?
It may be. Meta's word is housing repairs, it publishes no list of trades, and it says tips about owning a home aren't housing ads. Hold your ad up against that definition. The category costs you targeting, not the right to advertise.
What's the smallest area you can pick?
Not a postal code, and not a neighbourhood either: Meta's developer documentation lists neighbourhoods among the location types these ads can't use. Pick a place and accept its circle of at least 25 km. Then name the neighbourhoods you serve in the ad itself.
